In 2008 the Province of PEI pushed through more than 1,800 immigrant
applications for total receipts of $540 million. The Premier’s wife is a
shareholder in company that could have profited from the PEI provincial
nominee program or PNP.
PR Log (Press Release) – Mar 04, 2010 – Despite Premier Ghiz protests that
none of his family made money on the PNP, the official record tells a different
story. Dr. Kate Ellis, the Premier’s wife, is a shareholder in a numbered
company that could have profited from the PEI provincial nominee program.
In 2008, the Province of PEI pushed through their system more than 1,800
immigrant applications from China and Dubai. The total receipts are estimated at
$540 million. Unlike other Provinces, the immigrants were purchasing their visas
and not investing in provincial businesses. Also unlike other Provinces, PEI only
passed on 20% of the investments to Island businesses. 80% or the balance of
the $540 million went to agents, accountants, lawyers and others.
One of those agents and a firm benefitting from the PNP accounting fees were
chartered accountants Arsenault Best Cameron and Ellis. Irwin Ellis, a partner
and principal of the firm, is the father-in-law of Premier Robert Ghiz. Ellis’ firm also performed the audit on the crown corporation that managed the $540 million. The opposition and the press are questioning if Ellis’ firm could be independent auditor's under the circumstances.
Ghiz’s wife is shareholder and director of 100081 PEI Inc., along with her
mother and brother.100081 is a shareholder in ABCE Consultants Inc. ABCE is
short for Arsenault Best Cameron Ellis.
ABCE is also one of the PNP agents who shared in millions of dollars in windfall
fees from the applications and funding debentures. It is this division of ABCE,
known as ABCE Consultants Inc. in which Ms. Ghiz is a shareholder.
PNP agents’ fees were estimated to be between $28 million and $100 million,
There were 7 agents including ABCE. The PEI PNP was one of the most lucrative and complex ways politicians have skimmed public money in PEI’s history.The program funneled $540 million to party faithful, MLAs, deputy ministers, senior bureaucrats, mid-level civil servants, lawyers, accountants and Island businesses.
The relationships between the people who got the money were complex but
usually involved some Liberal Party connection, government job or elected
office, family relationships and numbered companies to hide the trail.
During an October 2008 interview on CBC Compass, the Premier denied that
anyone in his family had benefited from the PNP. One of the Compass political
panel wondered if the Premier was hiding something that hadn’t been revealed
up to that point.
The Premier has refused to let the Auditor General, the Legislative Public
Accounts Committee or the public investigate the PNP program . At this point there is no way to know how much Arsenault Best got paid in PNP money. Nor can it be determined how much ABCE Consultants Inc. passed on to 100081 Inc. and how much the Premier's wife received. Whatever she got, it was more than the Premier admitted to CBC Compass.
Many Islanders wonder if it isn’t it about time we had an independent public
inquiry to clear the air.
